Applicable Products
- Children's shampoos, body washes, moisturizers and cleansing wipes
- A clearly stated age range, application site, use frequency and rinse-off or leave-on format
- Oral-care products, sunscreens, disinfectants, therapeutic products and non-cosmetic childcare articles require separate scoping
- The proposal confirms product eligibility and scope based on classification, intended users, markets and the relevant review expertise.

- Quantitative formula, product format, intended age range and defined product version.

- Child-specific ingredient and exposure assessment, including ingredient necessity, concentrations and relevant restrictions.
- Review of fragrance, essential oils, preservatives, colorants and surfactants in the intended child-use context.
- Microbiological quality, preservation efficacy where applicable, stability and packaging suitability.
- Skin, eye, diaper-area or foreseeable mouth exposure as relevant; adult tolerance results are not automatically sufficient for younger users.

Basic Label Accuracy checks document consistency. Specialist claim review extends the agreed scope; claims already on the product still need appropriate evidence or revision.

Scope is determined by the formula, intended users, use conditions and supporting evidence.
Age-Specific Evidence Gaps
Require evidence appropriate to the intended age and exposure. Evidence for adults cannot automatically substantiate infant or child use.
Preservation and In-Use Contamination
Require suitable evidence for the formulation, repeated use, dispensing method and packaging, including challenge testing when necessary.
Skin, Eye and Mouth Exposure
Assess foreseeable exposure and tolerance evidence for the intended use; formulation pH alone is not proof of mildness.
Fragrance Allergens and Relevant Impurities
Select assessments or tests for the identified ingredient and exposure risks. A targeted screen cannot rule out every possible substance.
Claims and Packaging Changes
Additional evidence is required when a child-use claim, new package or product change is not covered by existing support.

Tear-Free and Eye-Mildness Claims
Review suitable finished-product evidence for the exact claim and use conditions; it is not a guarantee of no eye irritation.
Sensitive-Skin or Low-Allergenicity Claims
Assess supporting evidence and limitations for the stated age group. No such claim can guarantee the absence of allergic reactions.
Moisturization and Barrier-Support Claims
Review the measured endpoints, duration, finished product and suitability of the evidence for the stated age group.
Soothing or Cleansing Performance
Evaluate specific cosmetic benefits without implying treatment or prevention of disease.
Selected Ingredient or Impurity Verification
Review an agreed substance list, methods and reporting limits; necessary safety evidence remains required.
Additional Batch Verification
Review evidence for additional batches where included in the agreed certification scope.

Age, Formula and Intended Use
Intended age range, quantitative formula, application site, frequency, amount used and foreseeable exposure.
Child-Specific Safety Evidence
Safety assessment, microbial and preservation evidence, relevant tolerance, stability, packaging and contaminant information.
Labels and Product Records
Final label and warnings, manufacturer and batch records, ingredient specifications and support for existing child-use claims.
Review Scope Confirmation
The proposal sets out product coverage, the evidence checklist, acceptance basis and any separately agreed specialist services.
Before You Submit Technical Evidence
The proposal identifies applicable criteria and the evidence checklist before new testing is commissioned. Third-party report review and new laboratory testing are separate services.
Multi-SKU or batch coverage requires an explicit list of covered versions and an appropriate sampling basis.
- Match the report to the finished product, formula and label versions, sample, SKU and batch. Ingredient COAs need an appropriate basis for application to the finished product.
- Identify the report issuer, original reference and relevant testing competence, including the actual scope of any claimed accreditation.
- Identify the sample source, sampling and testing dates, relevant handling conditions and the production represented by the sample.
- Check methods, product matrix, units, reporting limits, results and applicable criterion sources. Alternative methods need a documented suitability basis.
- Assess report age against the current formula, process, supplier, packaging, storage and market. Continued applicability, rather than a universal age cutoff, determines suitability.
- Resolve evidence gaps or inconsistencies with clarification, updated records or additional external testing as appropriate.
Product Coverage, Validity and Mark Permissions
Standard certification validity is 12 months unless the report states otherwise, subject to product changes and Certification Status.
TLCHECK may be used on certified product packaging and for approved e-commerce, advertising and retailer communication. Use is limited to the certified SKU, product and label versions, valid Certification Status and conditions stated in TrustLab's written approval. It does not certify an entire brand or imply government endorsement.
Food and supplements are classified by composition, presentation and market. Kids Care covers external personal care, not children's food. State the age range and rinse-off or leave-on use; therapeutic, disinfectant, sunscreen and special-population products require individual scoping.
